The Horowitz review describes FBI use of confidential human sources after Crossfire Hurricane opened on 31 July 2016. It discusses Source 2’s contacts and recordings. Daily Caller (Chuck Ross, including 19 Apr 2020) and the Washington Examiner report that agents first met Halper on 10 August 2016 about using him in the Trump probe; that Halper covertly recorded Carter Page on 20 August 2016; and that he met Sam Clovis on 30 August 2016 without recording that conversation. Those dates are reporting of the IG file and of later declassified memos. The OIG report itself does not say “Stefan Halper.”
Just the News later published declassified handling language: Page was “Crossfire Dragon,” Papadopoulos “Crossfire Typhoon,” and an 24 August 2016 operational note described a goal of having the Page target admit knowledge of a Russian active-measures campaign. That is a declassified FBI plan as reported. It is not a finding that Page admitted it. He did not, on the later farm tape.
Conservative Treehouse (25 Feb 2021) relayed the Solomon memos and then added its own “any means possible” framing. That framing is commentary. It is not repeated here as a court finding.
