Horowitz wrote Source 2. He did not type Stefan Halper. The agents still tasked that source after July 31, 2016 — Page at the farm, Papadopoulos in London, a high-level campaign official on tape. Four days after the October farm meeting, the first Carter Page FISA landed. The Pentagon’s inspector general separately put Halper’s name on $1.05 million in ONA research contracts with thin files. That is the OIG chapter, the declassified intercepts, and the DoD memo. It is not a personal criminal conviction. He is a Cambridge academic and a confidential human source in the public record. Not a judge.

August 2016 — Source 2 tasked into Crossfire Hurricane
What happened
DOJ Inspector General Michael E. Horowitz’s December 2019 Crossfire Hurricane examination describes “Source 2,” a confidential human source: opened as an FBI source in or about December 2008; closed in or about January 2011 for cause (among other things, motivation for reporting, but not for validity of reporting); reopened in or about March 2011. Case Agent 1 told the OIG Source 2 can be “mercurial,” and that when he reopened Source 2 he called it the “last opportunity.” On August 11, 2016, Case Agent 1, Case Agent 2, and a staff operations specialist met Source 2; an EC says they told Source 2 they were “assigned to a project” concerning Russian interference and did not disclose the open investigation’s subjects. Source 2 raised Carter Page (mid-July conference; invitation to advise the Trump campaign) and agreed to outreach toward Papadopoulos. On August 12 the team asked Source 2 to contact Page. The OIG states Source 2 ultimately met three Trump-campaign figures on behalf of the FBI — Carter Page, George Papadopoulos, and a high-level campaign official who was not a subject — and the FBI consensually monitored those conversations. The OIG found no evidence the FBI placed any CHS or UCE inside the Trump campaign. The public OIG PDF does not print “Stefan Halper.” Named identification of Halper as Source 2 is later reporting and declassified FBI handling materials — not a surname typed in the OIG Source 2 chapter.

October 17, 2016 — Page farm intercept (four days before first FISA)
What happened
The OIG review states the second consensually monitored meeting between Source 2 and Carter Page took place on October 17, 2016 — “4 days before the FBI obtained the first FISA targeting Page,” and after Page had left the Trump campaign. The OIG reviewed the Crossfire Hurricane team’s partial transcript of that meeting. A declassified FBI memorandum / partial transcript later published by Just the News (file commonly titled HalperPageIntercept11-2016.pdf) records Page’s denials of key media/dossier claims about meetings with sanctioned Russian officials. The OIG separately found serious failures to disclose exculpatory information in the Page FISA process; those are process findings about the applications, not a criminal verdict against the CHS. An earlier consensually monitored Page–Source 2 meeting on August 20, 2016 is also described in the OIG Source 2 narrative. A declassified Aug 24, 2016 “operational plan” memo for Crossfire Dragon / CHS interactions (Just the News host) describes recording and live-monitoring plans for Page contacts — primary operational paper, not a finding of a personal crime by Halper.

September 2016 — Papadopoulos / London CHS contacts
What happened
The OIG Source 2 chapter states that after the August 11, 2016 meeting the Crossfire Hurricane team asked Source 2 about Papadopoulos (Source 2 said he had never heard of him) and that Source 2 agreed to reach out so the team could collect assessment information and potentially conduct an operation. The OIG recounts Source 2’s subsequent meetings with Papadopoulos, including consensual monitoring, and quotes Papadopoulos’s denials to a CHS about campaign involvement with Russian election interference. The Senate Judiciary Committee released a declassified FBI verbatim transcription of a conversation between “Crossfire Typhoon” (Papadopoulos) and an FBI confidential human source (declassified March 13, 2020). That PDF is a primary transcript of a CHS operation against Papadopoulos; public reporting identifies Halper’s role in the London/outreach sequence. The transcript itself uses CHS / Crossfire Typhoon labels — treat Halper naming as the later identification layer already used for Source 2, not as a byline printed on every page of the transcript.

Papadopoulos later pleaded in a Mueller false-statement case (separate docket about his statements to the FBI — not a Halper conviction). OIG CHS findings remain process findings.
Commentary
They needed a door into Papadopoulos. Source 2 said he had never heard the name — then agreed to reach out anyway. London and the tapes followed. That is tasking. It is not a jury form with Halper’s signature on a crime.

2012–2016 — DoD OIG: four ONA contracts, $1.05 million
What happened
On July 2, 2019, the Department of Defense Office of Inspector General wrote Sen. Chuck Grassley answering questions about Office of Net Assessment contracts with Professor Stefan Halper. The enclosure states Washington Headquarters Services contracting officers awarded four research contracts to Professor Halper between May 30, 2012, and September 26, 2016, totaling $1.05 million (listed awards include HQ0034-16-P-0148 at $411,575 on Sept. 26, 2016, and HQ0034-15-C-0100 at $244,960 on Sept. 24, 2015). Grassley’s July 12, 2019 release quotes the audit: contracts did not require travel justification or prior approval; ONA did not require evidence Halper interviewed the people listed in proposals; ONA “could not provide sufficient documentation that Professor Halper conducted all of his work in accordance with applicable laws and regulations.” That is an official finding about contract files. It is not a finding that the $1.05 million was payment for Crossfire Hurricane political spying.

July 2016 — Page Cambridge conference (pre-opening contact layer)
What happened
The OIG Source 2 narrative records that Source 2 told the Crossfire Hurricane team that in mid-July 2016 Carter Page attended a three-day conference, approached Source 2, and asked Source 2 to be a foreign policy advisor for the Trump campaign. The OIG separately investigated whether the FBI tasked any CHS to meet Page before Crossfire Hurricane opened and “found no evidence that the FBI had.” Case Agent 1, SSA 1, and a Supervisory Intelligence Analyst told the OIG the FBI did not have operational activities against Page before the start of Crossfire Hurricane. Daily Caller and other outlets reported a July 2016 Cambridge dinner / symposium involving Page and Halper — treat outlet scene-setting as reporting; the OIG sentences above are the primary lock for the mid-July conference claim as Source 2 told it to the Bureau after opening.

Lokhova civil docket — filing ≠ Flynn-smear finding
What happened
Svetlana Lokhova sued Stefan A. Halper and media defendants in the Eastern District of Virginia alleging defamation, conspiracy, and tortious interference related to publications linking her to Michael Flynn. On February 27, 2020, the district court issued a memorandum opinion (Doc. 90) granting motions to dismiss. The Fourth Circuit affirmed dismissal of Lokhova’s tort claims. A later Fourth Circuit opinion (No. 21-1655) reversed district-court Rule 11 sanctions imposed in a related Lokhova–Halper matter and remanded — a sanctions reverse is not a finding that Halper smeared Flynn, and not a finding that Lokhova’s original defamation theories were true. This packet exists to document the docket with primary opinions — not to convert pleadings into findings.
