On 9 December 2019 the Justice Department inspector general released its review of four FISA applications and other aspects of Crossfire Hurricane. The public report discusses confidential-human-source operations and Source 2. It does not print “Stefan Halper.” Named identification is later reporting and declassified FBI handling files.

The Federalist (9 Dec 2019) quoted the IG on Source 2: opened as an FBI source in or about December 2008; closed in or about January 2011 for, among other things, motivation for reporting, but not for validity of reporting; reopened in or about March 2011. An agent told the OIG the source had been “closed for cause.” The Federalist’s headline applies that passage to Halper. That application is reporting. The quoted IG sentences are documented about Source 2.

Horowitz also addressed whether CHSs were placed inside the Trump campaign. Documented contacts were with three campaign-affiliated people. Do not upgrade that to a finding that Halper joined the campaign staff. “Spygate” as a criminal conspiracy by Obama officials is a political claim. It is not an OIG caption.
