Carter Page has said he first encountered Halper at a Cambridge symposium in mid-July 2016. The Daily Caller’s Chuck Ross and the New York Post (19 May 2018) reported that contact. The New York Times later described the first London symposium encounter as a coincidence rather than an FBI-directed meeting, citing a former official. That is reporting. It is not a court finding.
The Justice Department inspector general later wrote that the FBI did not use a confidential human source in Crossfire Hurricane before the case opened on 31 July 2016. The Federalist (Margot Cleveland, 8 Jan 2020; 13 Mar 2020) used that line to argue the July dinner sits outside the official tasking. That argument is analysis. The IG report still does not print Halper’s name.
Do not collapse the July dinner into “the spy was already inside.” Documented later: Page, Sam Clovis, and George Papadopoulos described being approached. OIG asked whether confidential human sources were placed inside the campaign. “Planted spy inside the campaign” remains a slogan unless a record says that.
