Solomon wrote that the conversation was at Halper’s Northern Virginia farm, four days before the Foreign Intelligence Surveillance Court approved the first Carter Page warrant. He wrote that Page’s denials of the Steele-dossier allegations were not given to the FISA court with the first application. The Washington Examiner (Jerry Dunleavy) reported the same concealment point from the declassified packet.

Just the News later noted that a FISA renewal text referred to Source #2 and claimed Page had not offered a direct rebuttal. Solomon juxtaposed that sentence with the farm transcript. That juxtaposition is reporting and analysis. The Horowitz review separately found material omissions in the Page applications. Horowitz still did not print “Stefan Halper.”

This is the strongest public episode in the file: a recorded denial, a date, and a warrant four days later. It is not a jury verdict against Halper. It is not proof he wrote the FISA. It is the tape they did not want on television.
